Pressure and character identification are two key pieces necessary for something like When a Stranger Calls to work. The movie has not one or the other. In spite of attempts to give Jill a backstory (her sweetheart was caught kissing another young lady, she has surpassed her parents' allotted cell minutes by 800 and has to babysit to pay them back, and so forth), she remains largely a blank slate. Camilla Belle, who dazzled in The Ballad of Jack and Rose, carries little to the part.
